The New York State budget has ballooned in recent years. There are many reasons for this; social programs, epidemics, ect. Regardless of the cause, the effect should always be the same, a balanced budget presented to the Legislature and signed into Law BEFORE the start of the fiscal year. If the Budget Committee presents a budget to the Legislation that is not balanced, it will automatically be sent back to the Committee and the Committee will be "locked" in session until a balanced compromise is met and ready to be re-presented to the Legislation. If the Budget Committee fails to present a balanced budget to the Legislation in time to be signed into law by the last day of the fiscal year, they will be permanently removed from any future Budget Committees and a new emergency committee will be formed immediately to draft a new. balanced budget.
The days of funding outlandish social programs and just handing out money to citizens, and especially non-citizens needs to end. New Yorker's first, period.
